AP YSR Rythu Seva Lo Upadhi Mitra Scheme 2020-: Andhra Pradesh Govt is planning to launch a new farmer-friendly వైఎస్ఆర్ రైతు సేవా లో ఉపాధి మిత్ర పథకం. This YRSUM Scheme is under discussions to address the sudden rise in unemployment in the state owing to Coronavirus (COVID-19) Lockdown. It is an NREGA Salve for Out of Job Migrant Workers. The AP Migrant Workers Jobs in Agriculture / Allied Sector project aims to make use of the National Rural Employment Guarantee Act (NREGA) workers in agriculture.
According to the instructions from Rural Development Commissioner, all the concerned district officials have sent their project report for YRSUM Scheme. Most of the migrant workers who have returned from their working state (Karma Bhoomi) to their home states (Janam Bhoomi) are now facing job-related problems. Their employment has been lost and thus there is danger on their livelihood.
So, the state government of Andhra Pradesh is going to start YSR Rythu Seva Lo Upadhi Mitra Scheme to provide jobs to these returnee migrant laborers. These workers would be able to work in agricultural fields in their native state just like under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). These migrants can earn money to sustain their livelihood.
AP Rythu Seva Lo Upadhi Mitra (YRSUM) Scheme 2020
A large number of migrant workers have returned to their home town in Andhra Pradesh during nationwide lockdown due to the COVID-19 outbreak. These migrant laborers are mostly from high-risk areas like Tamil Nadu, Maharastra, Gujarat, and Delhi state where they work in small companies or other jobs. Andhra Pradesh Govt is now looking for ways to provide this population with alternative jobs.
The authorities of the agriculture department and allied sectors have stepped in to solve the employment issue. These 2 sectors will need thousands of labor in the next five months. About 63.5 lakh hectares make up the net sown area of 1.57 crore acres in the 13 districts.

NREGA Like Jobs to Out of Job Migrant Workers In YRSUM-
AP YRSUM would prove to be a boon to the agriculture and allied sectors. This new scheme will help farmers who are currently facing a shortage of labor. Moreover, the shortage of working laborers has pushed up daily wages. A farmer pays at-least Rs 300 to Rs 500 per head as a daily wage to agriculture labor. In order to solve this problem, the government will now provide NREGA like jobs to out of job migrant workers under the YRSUM – YSR Rythu Seva Lo Upadhi Mitra Scheme.
Agriculture Related Labourers Working under YRSUM Scheme-
The labor will be needed for the agriculture-related works in the Kharif season which will last from July to November 2020. One acre of crop requires at-least 200 laborers for all kinds of work, which includes:
- Nursery Bed Preparation
- Land Preparation
- Field Leveling
- Ploughing Bund Formation
- Seedling Picking
- Pesticide Sprinkling
- Alleys Formation
Due to the COVID-19 pandemic outbreak, many migrant workers have been rendered jobless. Now the state govt wants to engage these migrant laborers in a sector which is labor-intensive. It is because it is impossible for the govt to financially support every person by crediting money directly to their bank account under various schemes.
Note – The proposed Andhra Pradesh Migrant Workers Jobs in Agriculture / Allied Sector under YSR Rythu Seva Lo Upadhi Mitra (YRSUM) Scheme could address a vital and annual problem faced by farmers.
